Abstract
“Barna” is a festival for the Tharu Tribes of Bihar. This festival is mainly celebrated for the safety of plants, animals, and humans from the harmful impact of the devil. This festival is a source of environmental conservation. In this study, the researcher has tried to explore every aspect of the celebration of Barna. The meaning of every aspect refers to types, different rituals, celebration periods, required worship materials, and the purpose and beliefs of the celebration of Barna. The researcher collected data from primary and secondary sources for the study. Primary data are collected through observation and interview, while secondary data are collected from sources like books, journal articles, and government and non-government agencies or organizations. This research article explores rituals of celebration of Barna and also sheds light on the awareness of Tharu people towards nature conservation and their unwavering love for nature.

Abstract
The University Grants Commission (UGC) plays a crucial role in shaping higher education in India, particularly through its recent initiatives aligned with the National Education Policy 2020. This paper provides an insightful exploration of UGC's key e-governance initiatives and the significant challenges encountered in their adoption. From the implementation of strategic portals like UTSAH and e-Samadhaan to the integration of vocational education and the establishment of foreign universities, and other e-governance initiatives of the UGC's efforts reflect a commitment to enhancing the educational landscape. However, challenges such as regulatory compliance and the sustainability of initiatives like the Academic Bank of Credits and Professor of Practice present considerable obstacles. By navigating these challenges, the UGC seeks to bridge the gap between academia and industry, foster innovation, and elevate the quality of higher education in India. The paper focuses on the UGC’s recent e-governance initiatives, their importance in higher education, and the major challenges of adopting these initiatives.

Abstract
In the present computerized landscape, cybersecurity is of paramount concern due to the proliferation of cyber threats impacting individuals, organizations, and nations. Addressing these threats requires a sophisticated approach that integrates technological innovations with robust legal and regulatory frameworks. Examining the cybersecurity technology landscape, the paper explores current advancements and emerging trends, evaluating their effectiveness and limitations in addressing cyber threats. The legal and regulatory frameworks section reviews global, national, and regional cybersecurity laws and regulations, along with the role of governmental and regulatory bodies. Challenges in bridging the gap between cybersecurity technology and regulation are identified, including a lack of harmonization between regulatory frameworks and the rapid technological advancements outpacing legal development. Opportunities for collaboration are explored, emphasizing information sharing, public-private partnerships, and industry standards development. Recommendations for enhancing cybersecurity governance are proposed, advocating for a coordinated and adaptive regulatory approach that fosters innovation while ensuring cybersecurity resilience. The role of international cooperation in addressing global cybersecurity threats is highlighted.

विश्वविद्यालय एवं परिवार समाज की महत्वपूर्ण इकाई हैं जिसमें सभी व्यक्तियों के मानसिक स्वास्थ्य एवं शारीरिक स्वास्थ्य का ध्यान रखा जाता हैं इसके साथ ही विश्वविद्यालयों की प्रमुख नैतिक जिम्मेदारी है कि वे अपने विद्यार्थियों के सामाजिक, शारीरिक और मानसिक स्वास्थ्य को प्रोत्साहित करते हुए उन्हें बेहतर बनाएं । आज विश्वविद्यालय में शैक्षिक गतिविधि, शिक्षक छात्र सम्बन्ध, आकलन एवं मूल्यांकन एवं अकादमिक चुनौतियों की वजह से यह आवश्यक हो गया है कि विश्वविद्यालय विद्यार्थियों की मनोवैज्ञानिक आवश्यकताओं पर ध्यान केंद्रित करते हुए उनके सर्वांगीण विकास का ध्यान रखें । “हमारे देश के सभी विश्वविद्यालयों में मानसिक स्वास्थ्य को उपेक्षित रखा गया है । विश्वविद्यालय के विद्यार्थियों को मानसिक स्वास्थ्य के देखभाल एवं सहायता के लिए निर्देशन एवं परामर्श की आवश्यकता पढ़ती है” (राष्ट्रीय मानसिक स्वास्थ्य सर्वेक्षण, 2016) । “विश्वविद्यालय के कक्षा-कक्षा शिक्षण अधिगम प्रक्रिया में शामिल विद्यार्थियों के आयु समूह में आत्म-क्षति की दर विश्व में सबसे अधिक है। विद्यार्थियों के अधिकांश शारीरिक बीमारियों के लिए भावनात्मक तनाव के साथ अन्य प्रकार की चिंताएं एक प्रमुख कारक हैं। मनोचिकित्सक एवं नैदानिक मनोवैज्ञानिक इस बात पर अधिक प्रयास कर रहे है कि हम समय पर सहायता देकर विद्यार्थियों के भविष्य की कई मानसिक अस्वस्थता को रोक सकते हैं” (विश्व स्वास्थ्य संगठन, 2018)। “भावातीत ध्यान के अभ्यास से विद्यार्थियों एवं शिक्षकों के चेतना को विकसित करके उनके मन, मस्तिष्क एवं शरीर को स्वस्थ करना ही महर्षि जी का मूल शैक्षिक उद्देश्य था” (महर्षि महेश योगी, 1955) । “विश्वविद्यालय में सभी विद्यार्थियों का अनिवार्य रूप से स्वास्थ्य जांच और मानसिक स्वास्थ्य का मूल्यांकन अवश्य होना चाहिए” (राष्ट्रीय शिक्षा नीति 2020) । विश्वविद्यालय के विद्यार्थियों का मानसिक स्वास्थ्य के सम्बन्ध में इस आलेख द्वारा प्रकाश डाला गया है ।

Abstract
This paper explores the integration of Indigenous Knowledge Systems (IKS) in contemporary organizational environments and its impact on workplace empowerment and sustainable development. Indigenous Knowledge, rooted in the rich heritage of diverse indigenous cultures, offers invaluable insights that can empower employees and drive sustainable practices within organizational settings. This review delves into historical, theoretical, and practical aspects surrounding the incorporation of IKS in workplaces, emphasizing its role in fostering empowerment, innovation, and environmental sustainability.
The study investigates the significance of Indigenous Knowledge in empowering employees by promoting inclusive decision-making, respecting diverse perspectives, and cultivating a culture of engagement and inclusivity. Additionally, it highlights how traditional wisdom from Indigenous communities contributes to sustainable practices, innovation, and resilience within modern organizational environments.
Challenges and ethical considerations in integrating IKS are examined, focusing on issues such as cultural misappropriation, intellectual property rights, and the need for ethical engagement with Indigenous communities. The paper proposes strategies and solutions to address these challenges, ensuring a respectful and effective integration of traditional wisdom into contemporary workplace practices.
Furthermore, the review identifies recommendations for future research, emphasizing impact assessments, ethical frameworks, and capacity-building initiatives. Practical applications for organizations seeking to integrate IKS into their policies and operational practices are also outlined.
In conclusion, the paper emphasizes the need for a respectful and ethical integration of Indigenous Knowledge Systems in organizational settings to foster empowerment, innovation, and sustainable development, contributing to a more inclusive and culturally sensitive workplace environment.

Abstract
This study looks at the Empowerment and standing of tribal women in the districts of Kondagaon and Narayanpur, Chhattisgarh. Women's Empowerment is one of the biggest concerns of the twenty-first century. However, in practice, women's Empowerment remains a pipe dream. It's been observed that a variety of societal ills target women in our daily lives. A key tool for increasing women's access to resources and their capacity to make wise decisions in life is women's Empowerment. The core of women's Empowerment is essentially the act of raising the social status of tribal women, who have traditionally been marginalized in society. Tribal women oversaw community service projects and social action initiatives, both locally and through joint efforts to address issues outside of their communities. Numerous tribal communities may be found in the Chhattisgarh districts of Kondagaon and Narayanpur, where the study was conducted. Analyzing the data collected from 300 tribal women using an exploratory research design required the application of an appropriate statistical technique. The study concludes that Indigenous women are crucial to the social Empowerment of tribal communities because they engage in a wide range of social activities.

Abstract
Transgender individuals in India face ongoing challenges and societal stigmas, even with the country's progress in medicine, economics, and social spheres. In ancient India, however, Hindu mythology demonstrated a more accepting view of transgender people, treating them on par with other genders. Analyzing Hindu mythology reveals how transgender individuals were integrated into the narratives and were often portrayed in significant roles. Hindu mythology is filled with stories and characters that reflect a nuanced understanding of gender fluidity and transformation. Deities such as Ardhanārīśvara, a composite form of Śiva and Pārvatī, exemplify the merging of male and female aspects, symbolizing the unity and fluidity of gender. Similarly, characters in epics like Mahābhārata and Rāmāyaṇa demonstrate various forms of gender transformation, such as Śikhaṇḍī in Mahābhārata, who was born female but later lived as a man. These mythological portrayals highlight the reverence and admiration ancient Indian culture had for gender diversity. Transgender individuals were often seen as possessing unique spiritual insight or power due to their ability to transcend traditional gender boundaries. This acceptance underscores that gender identity perspectives can evolve over time and suggests that contemporary society can strive towards greater inclusivity and acceptance. By revisiting these ancient texts, there is an opportunity for modern society to draw lessons from the past and recognize the importance of respecting and embracing all forms of gender identity. Through such understanding, progress towards enhanced inclusivity and acceptance is possible.

Abstract
Unemployment is one of the major problems in country and State like Bihar. The population of women in India is about 48 percent of the population on the other hand women constitute 35 percent of Bihar population. The literacy rate of Bihar is least in the country and same in terms of women. Women contribution in economic development has now increased with passage of time and women are contributing into economic development, social development, representing country in globe as well but still less than half of the globe average. The paper highlights the problem faced by semi and unskilled women entrepreneurs in Bihar which are specific to working women of Bihar and problem which are not much highlighted yet. Data from various reports on issue has been used and various published paper has been taken into consideration. Paper concludes that financial incentives by central as well as Bihar government is not fruitful for changing the status of women entrepreneurship in Bihar.
